My bet is maybe plane. One light for each wing! Had several of these in my thesis data. Would be useful to do the math as to the angular separation of the two streaks and how far apart a typical plane's wingspan would appear at 40,000 feet.

A 747's wingspan is 211ft, which would subtend ~18 arcminutes at 40,000 feet. If I did my trig correctly, and that's about what the one image looks like, maybe closer to 10 arcminutes.
