The entire image seems to shift

  I believe this is a good candidate because it seems the only limiting factor is the shift off of the cross hairs. However it does seem that the entire image shifts as well not just the target. How should this be classified?

  Indeed, it "moves", but it's thanks to the contamination added by those other objects rather than thanks to a true high proper motion. Not a goodcandidate
